Both menus on the page were created with a version of SoThink DHTML Menu Builder (version 4.4, I think), using basic templates included with the program. It is available at:

http://www.sothink.com

A newer version of a very similar program, "XFX DHTML Menu Builder" (version 4.9) is available at:

http://www.software.xfx.net
