he subido un sistema de noticias y cuando trato de abrir el archivo install.php me da este error Warning: main(): open_basedir restriction in effect. no se si el problema esta en la base de datos o en el archivo global.inc
espero me puedan responder

Puede ser que tengas mal configurado el config.php, en la línea 172 concretamente. O que este script por su programación no funcione en mi@.

Has configurado en algun sitio este directorio raíz?:
'/home/html/simpnews

pon:
/home/webcindario/lostucu/includes

entiendes?
